This seems to be a issue with Maven repositories / configuration while downloading
the dependencies of JCaptcha 1.0 library, and not a issue with JCaptcha4Struts2. JHLabs Imaging is a dependency of JCaptcha, which does not seem to be available in
Maven Central repository : http://jira.codehaus.org/browse/MAVENUPLOAD-2350However, these artifacts are available at following Maven repositories. http://mirrors.ibiblio.org/pub/mirrors/maven2/ com/octo/captcha/jcaptcha/1.0/
http://maven.jahia.org/maven2/ com/jhlabs/imaging/01012005/Ensure that the above repositories are being used by your Maven configuration (apart
from the Maven Central, which is the default). You can find out more about

http://maven.apache.org/guides/introduction/introduction-to-repositories.htmlIf these repos are in use, you should be able to retrieve the above dependencies.
Alternatively, you can download these jar files and their pom files, and put those
