仔细检查控制器的URL与静态页面对应的目录结构是否一致

注：我这边是对应的

因为我的notice.html页面是copy的eroll页面然后重命名的，所以我就重新删除了notice.html页面，再新建改页面，然后重启项目，问题解决！
虽然问题解决了，但对此我很不解，所以找了很多资料。
终于得知（快拿出小本本）：
原来的输出文件target不会立马更新你copy的页面相当于你的项目并没有更新要么新建页面，把内容粘贴过去，要么clean一下，重新生成target文件
